The Background Investigations course is presented exclusively by Law Enforcement Seminars. They have taught this outstanding course in Colorado annually for more than a decade and continue to provide current and reliable information for Colorado officers who oversee and perform these vital investigations.

Taught nationally but tailored for Colorado, this 12-hour course will enable investigators to uncover more about an applicant’s past. Through a systematic approach to the investigation, you will be better prepared to spot important discrepancies and access more types of records.

Blue ICS is a participatory class that begins with a discussion of a “dozen deadly errors” that can lead to poor outcomes when dealing with higher risk incidents. This discussion includes the application of ICS principles to increase the safety for responders and citizens during these types of incidents. The class culminates in tabletop scenarios designed to give the student hands-on training in applying those principles using checklists and other management tools to more safely manage responses to various high-risk incidents.

One tenet of this class is that ICS principles can be used by the initial responders to increase the safety of their response at the outset of almost any call. Towards this end, the Blue ICS class is designed for the first responder and first-line supervision within an organization. Anyone who might find themselves a part of the command and control efforts of an incident, at any point during the incident, is a candidate for this training.

It is recommended that students have attended NIMS IS-700 prior to attending.

This Colorado POST-approved Carbine Instructor Certification course is designed to provide law enforcement firearms instructors the necessary skills to develop and operate a law enforcement carbine program. This course will greatly enhance the student’s ability to diagnose shooting errors and provide practical and effective means to make permanent and sustainable corrections. The student will also develop a full understanding of the capabilities of the carbine, to include: mastery of the fundamentals of shooting, efficient manipulation skills, understanding wound ballistics, extended range shooting, effects of wind and weather, and use of optical sights, program development and management. Pre-requisites: Students must be a POST-certified law enforcement officer currently employed by a Colorado law enforcement agency, have successfully completed basic handgun instructor certification and have successfully completed carbine / patrol rifle operator’s certification.

Within 5 business days of enrollment, each participant must submit an email to Janet Larson, jlarson@csoc.org, from his/her supervisor confirming that the agency supports and approves of the participant’s registration in the class with certificates showing completion of the handgun instructor and rifle operator certification attached. The approval also can be mailed.

Student must provide: carbine w/ tactical sling, 200 rounds handgun ammo, 3 magazines, 1000 rounds carbine ammunition, duty belt / holster / handgun, tactical vest, 5 dummy rounds, hat, ear protection, eye protection, binoculars or a spotting scope, notebook and pen.

Although it is free to individual students, CLEAT has committed a substantial amount of the grant to bring the class to your area. If you cannot attend, please use the disenroll link on your confirmation email to withdraw at least 5 business days before the first day of class. Failure to show for the class will result in a $200.00 charge payable to Colorado POST. Any safety violations will result in immediate dismissal from class.

Instructor Information: Dave Kleiber has compiled a concurrent law enforcement and military career over the past 28 years; the last 11 of which were with US Army Special Forces units. He has an extensive amount of experience as an international marksmanship champion being one of only 499 Double Distinguished Marksman in the history of the United States Army. For the last 16 years Dave has been a law enforcement firearms instructor and instructor trainer, SWAT team commander, and is a combat veteran having served with US Army Special Forces units in Operation Iraqi Freedom I and Operation Iraqi Freedom II.

Dave is a Colorado POST Firearms Full Skills Instructor. He has served on the Colorado POST Firearms Subject Matter Expert Committee, has been a lead instructor for the Colorado Law Enforcement Training Academy (CLETA), and currently is a primary instructor trainer for the Colorado POST / County Sheriffs of Colorado firearms instructor certification program.

Dave has developed and refined his methods of instruction by training military and law enforcement personnel in Iraq, Jordan, Oman, Korea, Germany, Slovenia, Poland, England, Canada, Australia, South Africa, Russia and throughout the United States.

5 day CLEAT course.

Civil Process Basic Training will provide newly assigned civil process personnel a firm foundation in the intricacies of civil process in Colorado and will support the experienced civil process employee with resources to train other personnel in the office. The class format offers opportunities for networking and discussion of best practices and legislative changes and is taught by highly experienced civil process professionals from Colorado Sheriffs’ offices. You will also gain helpful insights concerning stress management for civil officers, as well as information about bankruptcy, medical marijuana, residency eviction process and law, protection orders, foreclosures, and much more.

1 Day CSOC/CACP course. Class begins at 0800 hours and lunch will be provided.

A 2-week intensive career development symposium for Command-level Law Enforcement personnel designed to enhance leadership and management skills.

The Command Staff Institute is a collaborative environment in which participants will:

  • Learn and use the most current ideas in leadership theory
  • Explore and develop management tools
  • Examine the ethics of command
  • Look at best practices in American policing
  • Complete an in-class group project that analyzes a hypothetical agency and makes comprehensive recommendations to solve the identified problems.

Candidates for the Institute must hold or be promotable to the rank of Lieutenant or higher, be recognized in their agency as an effective supervisor, and be nominated by their Chief or Sheriff. Applications are reviewed by an acceptance committee and we will notify participants of their acceptance in the class approximately one month prior to the the start date. Please see the application document for specific dates and requirements.

The Crisis Intervention Teams (CIT) model was developed in 1988 in Memphis, Tennessee, as a partnership between the police department, advocacy groups and treatment providers for people with mental illness, and other community stakeholders to manage crisis situations involving mentally ill subjects. Since that time, many law enforcement agencies have adopted the program and have realized significant benefits in their communities through dramatic declines in injury rates among both citizens and police officers, decreased utilization of the SWAT team to resolve crisis situations and the diversion of people with mental illness from incarceration to community-based mental health services. The goals of CIT are to train law enforcement officers in the recognition of mental illness, to enhance their verbal crisis de-escalation skills, and to provide more streamlined access to community-based mental health services. By engaging mental health consumers with appropriate community supports, the well-being of the individual and the safety of the community can both be enhanced. To that end, this class will include presentations by mental health service providers in the local community to help officers and deputies learn what services are available for people they contact who have mental illness, and to provide community re-entry services for people getting ready to leave jail.

The class is taught by law enforcement personnel from Colorado agencies with extensive experience in CIT situations and training.

This 5-day course is funded through a grant from Colorado POST.

In this fast-paced and entertaining class, students will gain an understanding of the most common deceptive indicators law enforcement encounters on the road and in the interview room.  You will not only learn to recognize verbal and non-verbal indicators of deception and the most common deceptive human defense mechanisms but multiple techniques to overcome them in a non-confrontational manner that is preferred by both supervisors and jurors.  This class will provide strategies that you can put into practice immediately no matter what your law enforcement assignment is.

The Detentions Sergeant Training Course is designed to provide informative and useful information to new and not-so-new county detentions sergeants within Colorado. It’s designed by professional jail commanders and supervisors, is highly interactive, and takes in a wide range of jail related topics.

Following is a basic description of the content:

  • Professionalism: This topic defines the ethical behaviors required of a detentions supervisor, use of critical thinking skills in problem solving and decision making, management during crisis, and discussions about cold courage, teamwork, the “right people on the bus”, and much more.
  • The Supervisor: The Supervision of jail deputies and civilians: A team of jail Commanders and Sergeants will join you for this block, presenting supervision ideas and strategies and facilitating interaction and problem solving scenarios with the participants. The supervision module is designed to provide ideas and share problems, but it is not a complete substitute for the Supervisory Institute presented by CSOC and CACP multiple times yearly across Colorado. It includes an introduction to Direct Supervision and those principles.
  • Incident Management: Presented via scenarios and case studies and designed to prepare the detentions sergeant for managing incidents within the jail.
  • CIT: Adapted for sergeants supervising deputies as they respond to conflict and other emotional situations that require resolution within the jail. The sergeants will also interact with subordinates via role plays during this valuable training.

Instructors for this class have many years of experience, and truly want to provide a useful and far-reaching training program. We all know from experience that we learn new and useful things during a class, and then are often unsuccessful when presenting the new ideas and strategies to our commanders upon return to the workplace. We’ll assist you with that by providing opportunities during each day’s class for discussions on how to package and “share in a positive way” your new knowledge and ideas with your command staff when you get home.

Course Start Time: 0800

The course must be limited to 20, due to the interactive nature of the training, and priority will be given to Sergeants from the WC POST Region. The attendee must be a current sergeant working in a county jail within Colorado. POST certification is NOT required for this POST funded course.

The Detention Skills Mini-Academy is designed to provide interactive and hand-on skills training to Colorado detentions officers. It supplements the CSOC Knowledge Factor on-line Detention Academy but can be taken as a stand-alone class by both new and experienced detention staff.

The content of each day is as follows:

  • Day I addresses professionalism, including ethical behaviors required of a detentions officer, development of critical thinking skills, problem solving and decision making, crisis management skills and an introduction to leadership and management
  • Day II is Who’s in Your Jail: Managing Inmate Behavior
  • Day III is Incident management, presented via scenarios and case studies designed to prepare the detentions officer for managing incidents within the jail
  • Day IV is Assessing and Responding to Emotionally Disturbed Inmates
  • Day V provides drills and scenarios on handcuffing and restraints, searching both inmates and the facility, transporting inmates and other physical skills

The instructors for the week are drawn from facilities across the state and have many years of experience in the field.

Students are selected based on proximity to the training site, with preference given to rural detentions staff. POST Certification is NOT required for this course.

Excellence in Training is an advanced instructional methodology class that focuses on enhancing the performance of law enforcement officers by delivering training in a manner that permanently imprints the most desirable responses at the officer’s subconscious level and most effectively program them for success. In order to accomplish this, training must be meaningful, challenging, rewarding and build on the strengths and talents officers already possess. Excellence in Training provides trainers with simple, proven strategies for accomplishing this mission.

Field Training is a critical function in law enforcement. The program’s goal is to transform the recruit into a safe and effective officer who fits into your agency’s culture. The field training officer receives 40-hours of instruction to begin to learn how to do this, but little is offered to assist those who manage the program. This workshop will fill that gap for you. The focus will be on participants sharing ideas and experiences; on networking, not direct instruction, and we suggest that you bring your program materials to discuss. Lunch will be provided on Thursday to allow networking to continue.

This workshop will address the new Foreclosure laws in Colorado to took effect January 1, 2008. Robert Hopp of Hopp & Assoc will present the changes in the morning and the afternoon will be spent working a practical application of the changes.

This free six hour CSOC/CACP class begins at 0900 and concludes between 3:00 and 4:00.

In these times of dwindling hiring pools, it is important that each recruit in an FTO program be given effective training that offers every reasonable opportunity to succeed as a new officer without sacrificing the standards of the agency.  Learning in the field training environment depends on both training and feedback.  The FTO Development Class uses the San Jose Model of evaluation and provides the FTO the tools to be an effective one-on-one trainer and coach.  The class is structured to use the participants’ own experiences to learn the principles of learning and evaluation in realistic situations.  Participants learn to create and update training materials, to document performance, to recognize the trainee’s learning style and use it to expedite the training, to plan remedial training to correct deficiencies in performance and to provide critical input into retention and termination decisions. If this course is hosted by a training region, enrollment is open to officers from that region only until one month prior to the start date of the class.

Life’s Most Powerful Question – What’s Important Now?

The W.I.N. philosophy will be explored throughout the day as it relates to the pursuit of personal excellence for law enforcement professionals. This guiding principle will assist officers in prioritize the choices they are faced with in both their personal and professional lives.

The Warrior Pyramid:

The Warrior Pyramid examines the key elements necessary for law enforcement professionals and other members of the Warrior community to perform at optimum levels in the field. This presentation will examine the use of the pyramid analogy, the important aspects of developing a Warrior Pyramid, the important role personal commitment plays in the structural integrity of the Warrior Pyramid. The four sides to the Warrior Pyramid: Skills, Tactics, Fitness and Mental Preparation and Conditioning will be examined in detail.

The Winning Mind:

This dynamic presentation addresses the multi-faceted concept of Winning as an important element of the Warrior Spirit. Winning for law enforcement professionals covers the entire spectrum of force response options from professional presence to the use of deadly force. Winning however, is about far more than just the specific outcome of an event or confrontation. Winning is also about the process of mental and physical preparation as elements of the pursuit of personal excellence. This insightful presentation explores a variety of methods for creating the Winning Mind in officers at all levels of law enforcement organizations to enable them to be successful in any situation. The presentation will also examine the many realities law enforcement officers facing officers in today’s world. Acknowledging and understanding these realities allows law enforcement officers to be successful in their chosen profession.

The Warrior Spirit:

The Warrior Spirit is a powerful force that resides within each and every officer. This Warrior Spirit is a critical element in the ability of law enforcement professionals to be successful in any arena of performance. The mission of law enforcement officers, supervisors and leaders is to nurture and develop that Warrior Spirit in themselves and their fellow officers. This portion of the presentation will also link key aspects of the Warrior Pyramid, the Winning Mind and the pursuit of personal excellence. The critical link between the warrior values of honor, professionalism, courage, integrity, humility, and discipline and organizational core values will also be explored.

Throughout the presentation case studies, videos and group discussion will be utilized to bring the concepts to life.

This class teaches awareness and provides tech level training to investigate a possible water-related crime scene. The target audience is law enforcement, including patrol officers, crime scene technicians, detectives; and medical personnel.

2 day/CLEAT class presented by Public Safety Dive Services

Training should be performance-based and must integrate problem-solving to fully prepare the student for competent performance on the job. This class gives you the tools to realign your training methods with those goals. We will review the current status of training liability, adult learning methods, and training and evaluation techniques while practicing what we preach!

Classes are presented at no cost several times each year throughout the state. Registration is open but preference will be given to instructors from the host region.

Pre-requisite: 40-hour POST Basic Instructional Methodology class, a.k.a. Train the Trainer, Introduction to Instruction, etc. Proof of previous instructor certification must be provided prior to class.

Class size is limited to 15 participants.

The class is funded through a grant to CLEAT (a partnership of CSOC and CACP) from Colorado POST. Law enforcement administration is charged with the responsibility and has the authority to maintain discipline within the police department. The community has an expectation that this responsibility will be fulfilled in a professional and responsive manner. Citizens should be provided a fair and effective avenue for redress of their legitimate grievances against members of the department. The police department also has the responsibility to protect members of the agency from false allegations.

This course offers a global perspective to the subject of internal affairs investigations in a systematic framework designed to enhance thorough investigations. This information is relevant for both the agency command staff and the internal affairs detective or supervisor.

2 Day CSOC/CACP course

This class focuses on the critical foundation of the law enforcement image in a community and how it is impacted by the public, the traditional media and social media, and how all LE agencies share equally the burden of managing a positive image of law enforcement. Through a series of discussions and case studies, students will gain an insight into the management and development of an effective leadership philosophy through mass communication strategies. Participants will gain an enhanced recognition of the vital connection between partnerships, proactive law enforcement communication efforts and law enforcement operational strategy, and the public trust that is developed through the lenses of traditional and social media. Through the course, students learn about creating and implementing a systematic approach to shape and deliver effective messages for any situation or event, develop the skills to “think like a journalist,” and effectively anticipate and respond to challenging communication demands placed on public safety leaders and their agencies.

This 8-hour class is taught by Ken White and Gail Pennybacker from the FBI National Academy in Quantico and is offered at no cost to the student through a grant from Motorola Solutions Foundation

Class is limited to 50 command staff level personnel and PIOs. Due to high demand, we can admit only two representatives from each agency.

In an attempt to address the future leadership needs of law enforcement organizations nationwide, the International Association of Chiefs of Police (IACP) created a leadership and leader development product to serve the growing needs of law enforcement. The result of their work with several notable law enforcement and leadership educators at West Point and the University of Texas was the development of a leadership training program based on the principles of dispersed leadership – the Leadership in Police Organizations (LPO). Dispersed leadership essentially states that every member of an organization can be a leader. Dispersed leadership training produces both the catalyst for change and offers a blueprint for leadership training in law enforcement organizations.

Course content is divided into four areas taught over three weeks of instruction. Each area explores leadership at a different level:

  • Area I: The Individual System (Leading Individuals) features the concepts of individual motivation with an emphasis on the leader’s thought process which is a problem-solving approach to resolving some of the most common personnel issues that leaders face and the fundamental process that supports each lesson throughout the three-week course.
  • Area II: The Group System (Leading Groups) builds on the previous week, adding concepts of group formation and process, as well as an overview of several critical skills necessary for leading groups.
  • Area III: The Leadership System (The Leaders) explores theories of individual leadership and how students can improve their effectiveness with their people and teams.
  • Area IV: The Organizational System (Leading Organizations) focuses on organizational concepts such as leading change, creating and maintaining an ethical culture, and better understanding the environment in which organizations work.

The LPO consists of  three weeks of class conducted over three months’ time, one week per month. Please insure that you are available for all three weeks of this class to successfully complete the training.

The LPO is designed for supervisory level staff and line personnel on a path to promotion in their agency. A suggested prerequisite for this program is attendance in the Supervisory Institute or similar course work.

You may know CPR and the Heimlich maneuver. You can call 911. But can you administer First Aid in a mental health crisis?

MENTAL HEALTH FIRST AID is the initial help given to a person showing symptoms of mental illness or in a mental health crisis (severe depression, psychosis, panic attack, suicidal thoughts and behaviors, etc) until appropriate mental health professionals are on scene. This 1-day law enforcement specific course prepares both patrol and detention officers and deputies to respond to citizens and inmates.

You will learn:

  • How to recognize an emotionally disturbed person and take steps to keep you both safe;
  • The potential warning signs and risk factors for depression, anxiety disorders, trauma, psychotic disorders, eating disorders, and substance use disorders;
  • A 5-step action plan to help an individual in crisis connect to professional care;
  • What resources are available to help someone with a mental health problem.

The lead instructor is a retired Colorado Undersheriff who has invested many years working with mental health professionals within the state on this critical issue and who has become a certified Mental Health First Aid USA instructor. He presents this course from a law enforcement point of view, to better address the questions of the officers in attendance. Assistance will be provided during the training when possible by local mental health professionals who can speak to local issues.

The course cost includes a comprehensive manual, related materials and a special certificate. Each class is limited to 30 participants, but the course be presented multiple times across Colorado.

Newly-elected sheriffs are required by CRS 30-10-501.6 to attend an 80-hour training course within one year of election or appointment to the office. This course is offered only in an election year and attendence is limited to the sheriff-elect. During the two week training, sheriffs are introduced to state and federal officials with whom they are likely to interact during their term of office, statutory requirements of the Office of Sheriff, liability issues, jail operations, employment law and many other areas of concern. The objective of the course is to provide the new sheriff with information and resources to allow him or her to begin effectively administering the Office of Sheriff the day they are sworn in.

It is well documented that many more members of Law Enforcement commit suicide every year than are murdered in the line of duty. This course is designed to educate the participant as to the causes and reasons behind law enforcement suicide. The student will learn the warning signs to look for in his or her fellow deputies/officers and how to initiate a suicide intervention. The students will learn the impact of stress on their lives and what they can do to manage that stress. The course will cover strategies to build individual and organizational resiliency.

POST Class #SM0008

This 8-hour class begins at 8:00 am.

This class is eligible for scholarship funds from your regional POST grant. Tuition Fees can only be refunded if the disenrollment request is received more than 3 business days before the scheduled day of the class.

No single event can inflict more trauma on a police department than an officer-involved lethal force incident. The negative attention generated by the media, community activists and the general public can be tremendous. Civil judgments resulting from such cases can financially cripple a city or county and the law enforcement agency for years, may have a lasting negative effect on employee morale and will certainly affect public support for both the city/county and the agency. It is necessary that every law enforcement agency prepare for this inevitable event. It is also essential that the criminal investigator, supervisor and command personnel assigned to conduct and provide oversight to an officer-involved shooting incident become equally prepared.

This course, designed for law enforcement professionals including first responders, investigators, and policy makers, provides an in-depth examination of lethal force incidents, from the initial response to the final judgment. The course will provide the student with knowledge to handle these serious incidents through the completion of the investigation.

Instructor: Clinton F. Greenwood, Attorney at Law and a Master Peace Officer in the State of Texas. Major Greenwood commands the Office of the Inspector General with the Harris County Sheriff’s Office and has served with that agency since 2013 and with the Harris County DA’s Office since 2009. In the DA’s office, he supervised the division investigating officer involved shootings, allegations of excessive force by police officers and allegations of general misconduct by police officers. He has investigated and prosecuted allegations of police officer misconduct from murder to official oppression. Prior to joining the DA’s office, Major Greenwood had a criminal law practice, with an emphasis on representing peace officers in criminal matters, officer involved shootings, and administrative disciplinary proceedings.

This 16-hour class begins at 8:00 am each day.

The Firearms Instructor class is designed to develop instructors to teach in a law enforcement agency firearm program and can lead to certification for Academy training if the participant also completes the required POST Train the Trainer 40 Hour Course. The Firearms instructor course follows the POST firearms curriculum, available at https://www.coloradoattorneygeneral.gov/sites/default/files/uploads/post/2015_JULY_MANUAL_FINAL_with_forms.pdf. The class focuses on preparing an agency instructor to coach shooters to become proficient with firearms and is not a remedial training course for poor shooters. POST currently requires that all students must qualify on the first day of class with a 100% score.

Lead instructors are members of the POST Firearms SME committee and are highly skilled firearms trainers. The Firearms Instructor Course is offered throughout Colorado to Colorado law enforcement officers, and may be requested by regional coordinators or their designees. The class is funded through a grant to CLEAT (a partnership of CSOC and CACP) from Colorado POST and is open to both certified and sworn officers and deputies currently employed by a Colorado law enforcement agency. If you cannot attend, please use the disenroll link on your confirmation email to withdraw at least 5 business days before the first day of class to receive a refund. Failure to withdraw five days prior to the first day of class for a grant-funded class will result in the assessment of a $200.00 charge payable to Colorado POST.

Within 5 business days of enrollment, each participant must submit a letter addressed to County Sheriffs of Colorado, attention Training, from his/her agency confirming that the agency supports and approves of the participant’s registration in the class and that he or she will be considered to be on-duty for the entire class. The approval also can be emailed to Janet Larson, jlarson@csoc.org.

Each participant must also furnish a semi-auto pistol with 3 magazines (service weapon), 600 rounds of ammo and 15 rounds of green or orange dummy rounds for service handgun, protective eyeglasses, ear protectors, standard uniformed duty leather gear including a holster for the service weapon, a flashlight, cuffs, and clothing appropriate for classroom and outdoor range training. There will be a dim light shooting class one evening which will require clear eye protection. Classroom materials will be provided by CLEAT.

Any safety violations will result in immediate dismissal from class.

Unlike attorneys, law enforcement personnel do not have the luxury of sitting in an office mulling over law books to decide how to proceed.  Police officers and deputies must often make split-second decisions; thus, effective police work hinges on the immediate and correct application of search and seizure law. In fact, they must have a better understanding of the Fourth Amendment, and the judicial system’s interpretation of the Fourth Amendment (based on court decisions) than attorneys.

This highly interactive, scenario-driven search and seizure course provides officers with up-to-date information concerning search and seizure case law and analyzes “real life’’ situations that confront you on a daily basis, explores current and past federal and state court rulings (case law), and discusses the impact these rulings have on how officers perform their duties. This course will provide you with a clear understanding of what you can and cannot do, with the goal of keeping you proactive, productive, safe, and out of legal dilemmas.

The Prison Rape Elimination Act (PREA) was passed in 2008 and requires, among other things, that allegations of sexual abuse and harassment be investigated completely and in a timely manner.  This is an 8-hour class for investigators that will provide training on how to comply with PREA requirements, including but not limited to:

  • An inmate’s right to be free from sexual abuse and sexual harassment;
  • The right of inmates and employees to be free from retaliation for reporting sexual abuse and sexual harassment;
  • The dynamics of sexual abuse and sexual harassment in confinement;
  • The common reactions of sexual abuse and sexual harassment victims;
  • Conducting investigations in confinement settings;
  • Techniques for interviewing sexual abuse victims;
  • Proper use of Miranda and Garrity warnings;
  • Sexual abuse evidence collection in confinement settings;
  • Criteria and evidence required to substantiate a case for administrative action or prosecution referral.

Each student will be provided with an “Investigator Desk Reference” to assist them during class and after class when conducting PREA investigations.

This 8-hour class meets the PREA standard 115.34 for Investigator training.

This is a 2-hour class for employees, medical staff, contractors and volunteers that will provide training on:

  • How to fulfill your responsibilities under PREA’s sexual abuse and sexual harassment prevention, detection, reporting, and response policies and procedures.
  • An inmate’s right to be free from sexual abuse and sexual harassment.
  • The right of inmates and employees to be free from retaliation for reporting sexual abuse and sexual harassment.
  • The dynamics of sexual abuse and sexual harassment in confinement.
  • The common reactions of sexual abuse and sexual harassment victims.
  • How to detect and respond to signs of threatened and actual sexual abuse.
  • How to avoid inappropriate relationships with inmates.
  • How to communicate effectively and professionally with inmates, including lesbian, gay, bisexual, transgender, intersex, or gender nonconforming inmates.
  • How to comply with relevant laws related to mandatory reporting of sexual abuse to outside authorities.

Each student will be provided with an “Employee Desk Reference” to assist them during class and after class when responding to PREA incidents.

This class meets PREA standards 115.31, 115.32 and 115.35 for training.

This class for jail administrators and jail staff, facilitated by Gary Deland and Tate McCotter, focuses on case law and rulings, primarily from the 10th Judicial District, that guide the constitutional operation of jails and other detention facilities. Gary DeLand is the Executive Director of the Utah Sheriffs’ Association and President of DeLand and Associates, Inc. He has traveled to more than 45 states to provide legal issues and other criminal justice training. Formerly, Gary served as Commander of the Jail Division for the Salt Lake County Sheriff’s Office, Executive Director of the UT State Department of Corrections and Senior Advisor to the Iraqi Ministry of Justice. He has also served as an officer for NSA’s Presidents and Executive Directors Committee and as Chair of the ACA Legal Issues Committee. DeLand is the past Editor-in-Chief and current Executive Editor of the Corrections Managers’ Report.

Tate McCotter is the Administrator for the National Institute for Jail Operations (NIJO), a division of the National Sheriffs’ Association Center for Public Safety. He also serves as the Executive Director for Accreditation, Audit & Risk Management Security (AARMS) and Chief Editor of the National Institute for Jail Operations website. McCotter has assisted with and coordinated the development, advisement and implementation of legal-based jail guidelines, standards, training initiatives and corresponding inspection and accreditation programs for jails all across the United States. He has presented and trained on legal-based jail standards, policy and procedure development, creating constitutionally safe jails, PREA, and auditing and inspection programs at numerous National Sheriffs’ Association annual and winter conferences, state sheriff association meetings, state jail administration seminars and other training venues for correctional staff and administrators.

No one gets into law enforcement to write reports!  And yet, law enforcement runs on them.  The report writing/communication class is designed to help employees improve their writing skills.  The instruction focuses on the use of powerful, action words, the art of recording statements of fact, learning basic principles of communication, the importance of everyday language during fact-gathering and recording, how to organize thoughts and the Commandments of Effective Law Enforcement Reporting.  An effective class, taught in an entertaining manner.

The 80-hour Supervisory Institute (SI) provides participants a foundation on which to build their future as law enforcement leaders. Instructors facilitate modules on contemporary and historical leadership concepts and applications, strategies to improve communication skills, the prevailing risk management practices, agency and individual ethics for the manager, and performance evaluation. Students are required to apply all the principles learned in various activities and will give at least one short presentation. All of our instructors are Colorado law enforcement officers who have served at command level.

The Train-the-Trainer is a POST-approved basic learning instructor methodology course that follows the POST rule to prepare instructors to teach in an academy or agency classroom or skills setting.  This class does not prepare you to be an FTO.  It is a highly interactive, problem-based class that includes adult learning concepts; performance objective development; preparation of professional lesson plans; an introduction to instructional methods and guidance for choosing the best ones for the subject matter; an assessment of personal teaching and learning styles; appropriate use of visual aids; and presentation skills.  Students are expected to work collaboratively in a small group setting to develop and present an original presentation to the other participants, as well as several shorter individual presentations.  The course is pass/fail, as required by POST, and may include written assessments and work outside of the classroom.  A laptop computer will make preparation of the lesson plan easier but is not required.  Time does not allow for an in-depth tutorial on PowerPoint but instructors are available to provide individual help
